Background

In the last 20 years, more than 1,300 Human Rights Defenders have been murdered in Colombia. The Attorney General's Office has presented "historical results" in terms of clearing up these crimes, which supposedly are around 70% effective. However, the journalistic investigation that supports the book showed, through data provided by the investigating agency itself through a right of petition, that only 5.6% of the cases have convictions.

This campaign seeks to mobilize multiple sectors of public opinion that are not part of the sphere of the promotion and defense of human rights. Non-governmental organizations, state entities and international cooperation agencies are aware of the dramatic reality of social leaders, but most of society is unaware of it or indifferent to it. That is why it is important that they become aware and demand results in terms of justice, in order to put an end to impunity.

Idea

In the last 20 years more than 1,300 Social Leaders and Rights Defenders have been assassinated in Colombia, and 95% of these cases remain unpunished.

For this reason, we created Unfinished Stories, a book that we need to finish writing. This traveling book, which has a unique copy, contains 20 unfinished stories that only go as far as the Attorney General's Office has gone in its investigations. Stories that are missing the reasons why they were murdered, witnesses, clues, suspects and the intellectual authors, and the more than 1,000 remaining cases, are represented on blank pages that invite people to sign them to file a Popular Citizen Initiative that forces the Attorney General's Office to investigate and solve these cases.

Strategy

The data was collected through a legal action filed by the Verdad Abierta media outlet against the Attorney General of the nation. This legal action ended in an investigation that analyzes, collects and organizes the data of the murdered social leaders. The conclusion was that 95% of the cases of the victims do not have enough information about the situations in which they were killed and for this reason it is impossible to pass sentence.

For this reason, the creative way we found to interpret this data was to make these information gaps explicit in the story of each murdered social leader, taking the stories even to blank pages to demonstrate the impunity in the treatment of this Information by the responsible bodies.

Execution

The campaign began on January 21, 2023 when we published under the name Unfinished Stories, the reports with the actual numbers of social leaders and human rights defenders killed between January 2002 and March 2022.

The book was launched on April 12, 2023 at the Museum of Memory, Peace and Reconciliation in Bogota, Colombia. The event was attended by political leaders, influential journalists, representatives of the United Nations, representatives of the Royal Norwegian Embassy and Global witness, among others, who were the first to sign the blank pages as a way of protesting against impunity in Colombia.

This traveling book, which has a single copy, traveled to the main cities of the country to collect signatures and was taken to the congress of the republic to file a popular citizen petition that forces the Attorney General's Office to investigate these cases.

Outcome

+2 million people signed the book and turned it into a citizen petition.

We succeeded in getting the Prosecutor's Office to initiate the investigation of 484 new cases in record time, passing the sentence on 75 cases.
