How come gas never goes on sale? Everything else in the world goes on sale. But not gas. Why?

That's the premise for this campaign that has a guy going around to gas stations, trying to get the same kind of discounts on gas that he gets on other stuff. But in the end, "The only way to pay less for gas, is to pay for gas less."
