There was no brief. We offered to help Terre des Hommes combat WCST. To do that we raised international awareness among citizens and we pressured all governments to enforce existing laws against WCST by pro-actively stopping online predators. To achieve those objectives, we created a massive international PR campaign fueled by our viral YouTube campaign film. The video's call to action asks viewers to sign an online petition calling on all governments to take action. The petition has already generated half a million signatures and continues to grow. It will be presented to all governments in the coming months.

Execution

Based on our research and creativity, we developed a unique solution to the growing, international problem of Webcam Child Sex Tourism by developing a way for police forces to pro-actively patrol the websites where men are paying to abuse children in poor countries. Until now, law enforcement agencies would only investigate such crimes when child victims report them, but small kids don't report these crimes. We offered a powerful alternative policy and law enforcement solution that is proven in its superior effectiveness. This solution strengthened Terre des Hommes' brand image as an organization that "stops child exploitation" (their slogan).

Implementation

The solution was to create a 3D model that looked and moved like a 10-year-old girl, which we controlled while video chatting with predators. Using this lure, we identified 1,000 predators in 10 weeks. Our film highlighted that only 6 predators worldwide had been convicted for engaging in WCST. Our call to action to governments was: If we can catch 1,000 men in 10 weeks, police can catch over 100 thousand in a year. Viewers agreed that governments should do more, and several governments responded. Laws have been changed, arrests have been made, and child victims have been saved.

Outcome

Over 1 billion people saw the campaign. We proved that our solution is effective in stopping predators. Our petition has already gotten over half a million signatures and will be used in the coming months to pressure governments to do more. WCST is on the world agenda and governments are already taking action:

Police in the UK, US, Canada, Australia, Ireland, Belgium, and South Africa arrested predators based on evidence we collected. The Philippines Police announced that WCST is the country’s #1 crime. Argentina increased penalties for perpetrators of WCST. Dozens of children have been rescued in the Philippines.
