Every day the Mexican Red Cross attends more than 3,000 emergencies. In 5% of the cases, patients die for not having basic medical information available. Patients who are in state of shock or unconscious and that don't have a medical tag to access this data.

How can we help rescuers to give proper attention to a victim when their condition doesn't allow them to give such vital medical information? The challenge was to find a simple and accessible solution that could overcome the lack of prevention culture among Mexican people. To solve this, we used people's cellphones, the one thing anyone always has at hand. The technology is currently in a Beta stage.

Implementation

The objective was to reduce the number of deaths, wrong treatments and cases of anaphylaxis, caused by not having the right information at the right moment. SOS SMS is an emergency service that the Red Cross rescuers can access by dialing *SOS in the victim's cellphone emergency screen, regardless of any kind of mobile phone they use, model or operative system.

The complexity relies on the implementation of a new emergency service number in the country. For that, there must be a total agreement from every carrier to potentiate the usage of the service. We expect to reach a higher number of users once the agreement is complete. The technology hasn't received capital per se, but it has received support from one of Mexico's main carriers to launch the service for free.

Outcome

We sent an SMS invitation to cellphone users across the country to subscribe for the service . In the pre-launch stage 300,000 users were invited via SMS, since march 19th 2015.

So far, 40% have successfully registered their personal medical information in the Red Cross database.

The launch stage will be supported by a national media campaign, after which we expect to reach 80% of all the cellphone users in Mexico.

This service is targeted to any person with any kind of mobile phone. An emergency service that aims to become the protocol that all Red Cross rescuers use when attending a victim in any part of the country. It also has the potential to be adopted globally by all Red Cross rescuers around the world.
